Selected candidates for the Municipal Engineer, Class-3 post will receive an attractive remuneration package:

  • Fixed Pay (First Five Years): Rs. 49,600/- per month. Other benefits as per the resolution will also be applicable.

GSSSB Municipal Engineer Selection Process 2025

The selection process for the Municipal Engineer post will involve a single-stage competitive examination.

Written Examination (MCQ Based)

  • The examination will be conducted in a CBRT (Computer Based Response Test) / OMR (Optical Mark Recognition) format with Multiple Choice Questions (MCQs).
  • The question paper will be of a level equivalent to the educational qualification prescribed for the post.
  • The examination will consist of two parts: Part-A and Part-B.
    • Part-A (Total 60 Marks):
      • Logical Reasoning and Data Interpretation: 30 Marks
      • Quantitative Aptitude Tests: 30 Marks
    • Part-B (Total 150 Marks):
      • Constitution of India, Current Affairs, Gujarati and English Comprehension: 30 Marks
      • Questions related to the relevant subject (Civil Engineering) and its utility: 120 Marks
  • Total Questions: 210 (60 questions in Part-A and 150 questions in Part-B).
  • Total Duration: A combined time of 3 hours (180 minutes) will be allotted for both Part-A and Part-B.
  • Negative Marking: There will be a negative marking system. For every incorrect answer, 1/4th of the marks allocated to that question will be deducted.
  • Answer Key: A provisional answer key will be published after the exam, and candidates can raise objections. A final answer key will be published after considering the objections. If any question is cancelled in the final answer key, its marks will be proportionally distributed (pro-rata) among the remaining valid questions.

Qualifying Standards & Merit List

  • minimum qualifying standard of 40% marks will be applicable separately for Part-A and Part-B. This minimum standard of 40% will apply to all categories and will not be lowered under any circumstances.
  • Based on the total marks obtained (considering the qualifying standards), a provisional merit list will be prepared.
  • Candidates approximately twice the number of vacancies in each disability group (A, B, C, D & E) will be called for Document Verification based on merit. If necessary, more candidates from the provisional merit list may be called.
  • A final selection list and waiting list will be prepared based on merit and the number of vacancies in each category after document verification.

Scribe/Compensatory Time for Divyangjan Candidates

  • Persons with Benchmark Disabilities (as defined under The Rights of Persons with Disabilities Act, 2016) and those with limitations in writing speed may avail the facility of a scribe and/or compensatory time, subject to conditions.
  • Eligible candidates (Benchmark Disability or temporary disability affecting writing ability) can apply for a scribe/compensatory time after downloading their admit card by following the procedure on the GSSSB website. Applications must be submitted via email at least two days before the exam.
  • Candidates with Blindness, Locomotor disability (Both Arms affected-BA) with benchmark disability (not less than 40%) need to submit their disability certificate but not a separate medical certificate for writing inability. Other benchmark disabilities or temporary disabilities require a certificate as per Appendix-I regarding physical limitation to write.
  • Compensatory time of 20 minutes per hour of examination is permissible.

BPSC 71st CCE Eligibility Criteria 2025

Candidates must ensure they fulfill the specified eligibility criteria concerning educational qualifications and age limits before applying.

Educational Qualification 

  • For 71st Combined (Preliminary) Competitive Examination: Candidates must possess a Bachelor’s degree or an equivalent qualification from a recognized university.
  • For Financial Administrative Officer & Equivalent: A Bachelor’s degree in Commerce, Economics, Mathematics, or Statistics from a recognized university or an affiliated institute is mandatory.

Age Relaxation:

  • Bihar Government employees who have been in regular service will have a maximum of five attempts for the commission’s competitive examinations. This count starts from the date the resolution was issued. They are also eligible for a 5-year relaxation in the upper age limit, provided they haven’t exhausted their five attempts.
  • Persons with Benchmark Disabilities (PwBD) are eligible for a 10-year relaxation in the upper age limit in addition to the maximum age limit as per GAD’s resolution.
  • Ex-servicemen are granted an age relaxation of 3 years plus the number of years served in the defense services, provided their actual age on the application date does not exceed 57 years. Specific conditions apply for Commissioned Officers (ECOs/SFCOs).
  • NCC full-time cadets/instructors recruited after January 1, 1963, may be allowed to deduct the period of their NCC service from their actual age. If the resultant age does not exceed the prescribed upper age limit for a specific service or post by more than three years, they will be considered to meet the maximum age requirements.

    • The number of candidates called for the Personality Test will be two and a half (2.5) times the advertised vacancies.
  3. Personality Test (Interview – Part 3)
    • Candidates who qualify the Main Examination will be called for a Personality Test, which will be of 120 marks.
    • Participation in the Personality Test is mandatory.
    • During the interview, candidates will specify their service/post preferences.
  4. Health Test:
    • After the personality test, all candidates must undergo a health check-up by the medical board constituted by the Commission. A fee of Rs. 16 is required for this.

  1. One Time Registration (OTR):
    • Visit the BPSC Portal and click on “New user Registration”.
    • This OTR will be valid for future BPSC advertisements. OTR is not an application for any exam but a facility to collect information and provide a dashboard to applicants.
    • A valid active email ID and mobile number are mandatory.
    • Candidates who registered on the old portal must complete the OTR process afresh on the new portal.
    • No changes to name, father’s name, mother’s name, gender, Aadhaar, and date of birth will be allowed after OTR submission.
  2. Digilocker Account:
    • After OTR, the Digilocker Meri Pehchan Portal will open.

    • After locking the profile, active advertisements will be visible in the “New Advertisement Tab”. No changes to details in an applied advertisement are possible after profile lock and application submission.
  4. New Application:
    • In the “New Application Tab,” view active advertisements. Click “View Button,” then “Check Advertisement Criteria,” and proceed.
    • Submit and proceed to “Pay Fees”.
  5. Payment and Application Print:
    • After completing the application form and payment, go to the “My Account Tab”.

      • Once you apply for an advertisement after locking the profile, no changes can be made to the details in that application.

Biometric Fee:

  • Non-Creamy Layer Certificate for BC/EBC candidates (issued in father’s name for women).
  • Caste Certificate for SC/ST candidates (issued in father’s name for women).
  • Permanent Residence Certificate for SC/ST candidates (issued in father’s name for women).
  • Permanent Residence Certificate for Unreserved female candidates of Bihar claiming fee concession (issued in father’s name).
  • EWS Certificate for EWS category candidates.
  • Valid Disability Certificate for PwD candidates.
  • Certificate and affidavit for PwD candidates claiming scribe facility.
  • Relevant certificate for claiming age relaxation.
  • No Objection Certificate (NOC) if employed with Central/State Government or any PSU.
  • Photo ID card as mentioned in the application.
  • Four recent passport-size photographs.
  • Hard copy of the filled online application form for the written exam.
